No matter what the intention. The reason this is news, is because it was Dr. Evil himself, Dick Chenney. He alone set this up, without any branch of the governments involvement, oversight, or approval.
If this had happened anywhere else in the world, and we caught wind of it, we would be telling the rest of the world of a government with a rogue VP setting up CIA " Death Squads".
It doesn't matter if he was going to have them hand out lollipops. We can't be perceived as being a nation whose government can be subverted by Dr. Evil.
