im sure this tech was lazy. But I used to install satellites and just have the customer sign off. Course I always did polemount and used flat cable jumpers, basically i felt like my installs should please any landlord out there. That was until one day I was loading everything up and the landlord came over and asked who I just installed. I told her who and she started yelling that she doesn't allow satellite systems at all. The customer had already signed taking full responsibilty of the installation and all services were activated. Long story short, Landlord called DirecTV, who called HSP, who then called me and told me to go back out there and remove system. Even though the landlord was violating OTARD.
So I don't blame the installer for wanting something from HOA or Landlord before doing install.
