DirecTV markets that use RIO (aka siebel) have handheld computers that have internet access via Sprint (in most markets) this handheld computer is basicaly just a pricey smart phone, but larger, with a barcode scanner. It allows the tech to close and activate "activation approved" customers with out calling into a dispatch call center, which saves phone time. The HSP has to purchase these handheld units from DirecTV, and then the HSP assignes them to a tech.
Its real similar to what UPS, FedEx, and other companies use.
