We are not in the 60's and are trying to move forward. Is there a untied white college fund for under privileged white people? They exist in large numbers too. Anything special for one race and not for another is in itself racist. Under privileged people are of all races and therefore deserve the same chances not special consideration or special funding because of their race. So when do we stop saying "we have a black president"? That is also racist. When does that go away?
