Okay lets see if this helps . you and I can scream we want an accounting ,yet they will not listen . they are not going to put themselves out to the public until it shows, its working . if it fails ,they will add more money if it works they will gloat and move on to the next agenda . The process is time consuming and if you listened to Obama last week he explined the process . first identify the problem then put the problem out for bids then allow start up time and then and then and then . The process is on going and no matter what you or I have to say ,it is the way government works .Problem meaning cops teachers roads medical needs county needs city needs state needs it very complex .
Will I ever see a detail of how the money will be spent . not, but if something goes array the media will find it .you and i will speak at each other as we do now to try and come to a conclusion to the original post
