Outstanding!! Reminds me of Philadelphiaa few years ago when the mayor had to spend thousands of dollars and got into a pissing match with cith council over towing illegal cars. The mayor mandated delaying the citywide implementation until every home in the city got a letter telling them you had to have a license registration and insurance or else you should not drive. You gotta love it.

Also I wonder who much crap the school caught for this and how long did it last. But I do agree with the reasoning and wording behind it 100%.
