Bush..This idea has already been done, I was a PM for ATC back in the 80's..ATC was the MSO and we contracted work to the contractor through the company..they had a construction division and then the in house division..techs, engineers, installers etc...all worked for ATC but in diferent divisions. Seemed to work very well at that time.
