Why would you suggest someone just forgive and forget 1400.00? Doing that is exactly what the contractor is praying for. If you are right, have the back up to prove it, take the bastard to task. Doing anything else promotes this crap. Do you believe that if there was a 1400.00 back charge an no retainage left, that the prime would just eat it. Take him to the woodshed, get your money, any penalty available and legal fees that you can. If we don't make it unprofitable to steal from us, why will they stop.
