It sounds like the policies that "allow companies to go overseas" are called tax policies.Maybe not all cases but enough. If Im not mistaken the U.S.A. is the third highest corporate taxed country in the civilized world. And what do we do? Tax the evil corporations a little more and give the money to dead asses.
