I can't help you with Houston, but I can tell you that Charter isn't hiring new contractors right now in AL/GA, and I've seen the Cox plant in BR. Personally, I wouldn't work there for ANY rates. Their idea of a post-Katrina rebuild is having the contractors do it house by house.
