I'm not sure what a level 1 & 2 are, so what they are willing to start you at and the part of the country you're are subjective, but having been on both sides ie: 16 yrs. const., splice and sweep and now 9 with an mso there are advantages and disadvantages to both. On the contractor side you don't really watch the clock and have a lot more freedom in your work day, can usually tell the boss where he can go and what he can do to himself and still have a job, but you travel a lot and learn to sleep anywhere you put your head down, don't get to see your loved ones as much as you'd like, and have to deal with the mso's not having it together which affects your pay. On the in-house side you get the same boring routine day after f-ing day, but you know what you're going to bring home on you're check, they supply everything (tools, vehicle, gas, insurance, ect.) if you have little ones you get to see them grow up. The thing with an mso is you get a cost of living raise every year, it's never a lot but with time it starts to add up, if you do thier training programs you'll get the raises a little faster. Basically its a trade off.
