Because,working people by their nature want to work,at least the non lazy one's and you have young pups coming up that were working for 8 or 9 bucks an hour,bringing home 320.00 bucks a week for a 40 hr week after tax's.Now they are working 60+ hours a week on a 1099,bringing home 6 or 7 hundred a week before tax's.They no they owe tax's,but its kind of like out of site out of mind.lt's easy for someone that has not had a lot of dealings with paying their own tax's to fall into that trap.It's the old "I'll catch them up later" deal.Only thing is the later part usually never comes around,because they can never seem to make enough money to sock away after paying for their gas,tires,truck repairs and buying all their supply's needed to perform their work and live at the same time.It can be a vicious cycle.
