Actually DTV does charge back HSP's for high nonresponders, but they also give incentive for low non-responders, and then there is the green area where they are in compliance, but not high enough to receive the incentive, i think the last time i received a memo it was like an additional $2 per new install for incentive, and -$1 if you are below 30%.

And when i said piracy, i was referring to account stacking, they moniter the number your ird is calling in on, and if it matches the same number any other IRD on  your account may be calling in on.
