Retainage from Nexlink/FTS/Southwest Telecom

I was told today, after months of trying to get an answer, that retainage will not be paid for work done on the Comcast system in Houston, Texas. I was told that the subcontractors were overpaid on hours and that is why the retainage is not going to be paid. For those of you expecting retainage, you probably won't get it unless you file legal action.
