$250 wk in deductions?

Hi,i'm tired of the deductions of my contractor,there are 200-250 weekly in deduction for NON-RESPONDERS,Many costumers no like phone lines,or there aren't jacks in the house,so no is my fault no conect phone lines sometimes,it's legal that deductions?any help tk.
