Non Payment

Wondering since im sure alot of you have been screwed. or giving the run around by a company.   How long should I wait for payment before contacting an attorney?  Invoice was dated Jan 09...  with a 45 day turn around.  Now emails go unanswered phone calls unreturned. 23,000 isnt a lot but in todays situation every little bit is going to help.  Thanks for any advice.
