I was a company man for Charter down in Hammond from 2002-2005. I'm not sure how they treat contractors but in my opinion, they're one of the best companies I've ever worked for, rivaled only by Cox in Kansas. When I was there we had some turnover, but it was mainly just guys trying to find a way to better their lives by going to different companies or by trying different things. Some even came back because they'd realized Charter was actually a damned good company to work for.
Now, for the contractor side of things: just not sure. I know they had a lot of plant damage on the east side by Slidell after Katrina, and then on the west side after Gustav. I would've thought everything would be completely redone by now. Plant around the Northshore area was already relatively new in most places before the storms. Wonder why they have a run on contractors?
