 here is the federal spec on rialroad crossings....

first all crossings have to be perpendicular to the rail and crossed for shortest cable span usable.
the poles on both sides of the crossing have to be three way guyed for stability.
the neutral min hieght is 36 ft. any communications tie ins min. 32 ft clearance at mid point and attachment point.
this information is courtesy of BNSF and CME rial systems and out of the federal railway spec book...
 (also you have to have spotters during constuction they dont nessasarily have to be from the railroad but it helps)
and LAST you need to notifie the rail that you are crossing.  

underground is a hole other set of problems...
