I would contact Allied Grant Writers.  I used them for a RUS Phone Job in Charlotte area.
It's a tricky process that if not done properly, your grant just gets tossed out.
You may want to find an "EX Phone Engineer".  That's the only way they could build plant to low populated customers.
I hear they give those grants out to Broadband prospectives as well.

I'm a project manager and I use Allied for the Legal Writing.  Cheap way to make sure it's done right.
