WiMax

I want to install a wimax antenna in my backyard and charge my neighbors for access. Aside from the equipment, what will I need? Could I run it off a single 20/20 fiber optic i'net connection or would I be better to lease a bunch of DSL circuits ( there is a dedicated and empty MUX in the area and could get x amount of 5mbps circuits)? I would like to provide 3-5mbps to around 200 homes (within 1/2 mile). What would I deal with legally? Lets assume I have full permissions with the HOA.
