I have heard that these funds may be first available to systems that are struggling due to the lack of loans being available to them. I have a cable plant and if I could get my hands on some of this cash I have 25 miles of plant that I can't upgrade for broadband due to no loans available. If I could I would be servicing additional rural homes and become more solvent at the same time.

I am not happy about a business like Qwest whom have the resources an funds to expand but choose to only on the feds nickel. Besides, the copper they have now was paid for by taxes their subs see on their phone bill and then they clam ownership fo that same copper.

Try getting an interconnect agreement to use that copper, it is like pulling teeth.
