Hate to break the news to you but, it's a management cut & End of the year budgeting shut down! All contractors working now are working their PO's out. Once that PO money runs out, that's it until the funds are available for year 2001. Which is usually between Jan-March it fires back up again!
This has been the "TCI" thing for years!
