I don't believe anyone would have done anything about it. What can they do? It is a satellite. Yes we know it is a test for a missile capable of reaching other countries. But, maybe our silence let's us plan without them knowing we are doing something. Part of the problem is that we can't always do or say anything when the rest of the world is also watching and maybe objecting to our involvement. We don't seem to be too popular.
