Pinksheets is kind of the wild west of stock trading in the USA.
If Charter were to file for bankruptcy protection, whether it is chapter 7 or 11, they would get delisted from NASDAQ, and also as you surmise, they will get delisted eventually unless the price per share gets and stays up over $1.00
