If it was Me, I would place them all on a C-130 and fly them back to where they came from with Parachutes that were packed by the
the surviving family members of 9-11 and say Ok your home Now get out, from 30,000 feet.
and when they pull the ripcord out popps a US Flag and fliers with All the names of our love ones lost.
Justice served and the only cost to the taxpayers was the flight.
