There is severaly things you can do.
 
1. Take a test set straight to the tap and see if you get the tiling there.
  A. If you do, Check CN on your meter if it has that function.  Should be aleast 50 or around 50 at the closes active.
  B. If you don't.  Make sure they don't have any amps and make sure there splitters can pass the freg.  Makesure they have 1000 meg splitters or 1 gig. Make sure you can read CN through a splitter, if you can't, replace it.
  C.  Check there drop.  Just because they have good signal doesn't mean there drop is good.  Might have a splice in it that has water damage.

 2. Make sure your not over driving.  Makes sure the signal coming out the LE is within range.  Normally around 49 ch116 and 36 ch3

 3.  If you have a return analyzer.  Disconnect from the tap.  Put analyzer at a outlet and inject a signal and do the math on your lose.  Make sure your lose is within range

 4. Check your noise floor at 30mhz.  Should be around -40.

 5.  Call Maintence and rogian. because, you are going bald from scratching your head trying to figure it out.

With being there, its hard to know.  I hope this helps in some form or fashion.  You may have already done most of this.
