You sure he's just kiddin, yours was obvious with your step by step instruction, and as far as retainage. I've never had it taken, but you read most of the post on here about not gettin their last check, my guess it has a lot to do with retainage, now if he is just kiddin, he should finish it with a LOL, and like I posted before it is not uncommon for people to that, so you may be jokin, but believe me there are plenty out there that consider it common practice.
