If it's phone only that's a different story (in regards with how to respond).
I would assume that they filled the position however you would still be in the right if you wanted to keep inquiring about the job via phone.
Very rarely have I ever heard of a return phone in this business saying that the position has been filled or that they are picking someone else.
Although granted calling someone back when they took the time to ask is polite and a nice way of doing hires.
