Contacting a potential employer via the phone should always be your last option.
Employers get swamped with so many calls when they place new ads that they can't possibly respond to all of them with a phone call back.
Your best bet is to always email your information.
Not only do most Employers keep it on file but they can at least send you some sort of form response letting you know they received your info or filled the position.
If one person in the company gets too many responses for the new position they usually forward it on to someone else so they can respond.
I would even recommend a physical letter in the mail over a phone call.
