question about retainer

I worked for a satellite contractor for about 2 months.  I had a verbal agreement with them that they would take 10% out every week for a retainer until i reached a $1000.  I left them because work had slowed down and I moved on.  On my last paycheck they took out $700 for the retainer.  I asked when I would recieve that back and they told me that retainers are never given back.  I have two questions, Can they take out the $700 on my final check and don't they have to give me the retainer back after 90 days???  I worked in Oklahoma, if that helps.
