Kudos to you padner, I have found myself in the same situation years ago in Illinois! Had a contractor attempt to avoid payment after performing MDU Underground in a multi complex. Placing conduit under walks and mounting boxes, restoring ground conditions after trenching etc.. After contacting the company he was working for, I received payment . The following day I sent crews back out to wreck out the work! Apparently they already placed the drops in the conduit, somehow all the conduit was cut off at the units, drops and all. Guess we responded t quickly, I will never forget his face when he came out of his garage to hand me my check.
