Here is my understanding of this movement.. For what it is worth, if anything......
Comcast wants to eliminate all individual contractors (1099's), they would like all contractors to be employees of their primes (hourly pay, trucks, tools, meters, uniforms, gas cards, Etc...). So, if this happens, there would still be contractors, but they would have to be employees of the prime.
Now, keep in mind, that Comast is ran different in just about every market. So, this may be happening now out East and you won't necessarily see any change in Minnesota.
There some primes out there that have always followed this format. AMTEC, ACI, and I believe Prince.
