I have witnessed this many times. Fly by night gypsies digging with out locates. We keep out distance. Good thing about it they do not last long in our business. All my crews have a locater with them and we never dig without them. Our policy is if we are within 24 inches of gas or power we vac truck it to expose then decide what equipment to use on the job.
