Could you say more about being back charged for unemployment? I didn't understand what you meant?
I once sat through a demeaning lecture by a state (MD) unemployment employee. His intent ws to keep order in a crowed room. He said to cool it because "this" money was not "yours" and was being distributed by the state. As a gift "you people" could at least accept with a little thankfulness (read be quiet and thank the government).
I stood and said I had a question. How did such an ass hole get an important job such as distributing the wealth earned by the men in this room? This is insurance for times when business conditions controlled by the state government make it impossible to continue to work.
It felt good, I was 20, and I was last out of the building.
