It is a coin flip!
CATV companies can not offer their service to addresses off their plant. They have a fixed number of potential customers. Having invested in the system that is currently running I can't help thinking just switching to a pay in advance would taker care of the credit thing.
OR
They know from past operations what it takes to pay for their services. How much free stuff can they absorb before they fold due to lack of income? Why install a customer without the resources to pay and a history of not paying? Advance deposits will not stop the credit worthy from subscribing.
I like the line I heard from a credit manager that was getting criticism from sales people; "I didn't shoot down your deal to stop you from making your yacht payment. I did it to make sure we could still pay you enough to make your house payment."
