It's the guy that hires to bring in guys that know what they are doing....part of his job (owner or not doesn't matter/ MSO or Prime...doesn't matter).
And to have them checked to make sure things go smoothly.
To not follow procedures like this is just irresponsible! A bit of a moron too.
