If you agreed to a set price for specific work to be undertaken and that work is complete to satisfaction and the sub purchased and supplied the materials then any materials remaining at completion of job legally belong to the sub.
Unless in that contract price they charged you for say 1,000 ft reel of CIC and the job only used 700 ft of CIC then the remaining material that was paid for by you under contract and you now own it.

But this is all he said she said untill we see specifically what was outlined on said contract.

You want a clear answer, then post a clear question with all of the specifics.
