How do I generate leakage at 121.25 mhz?

I am trying to test our wavetrackers....two units just returned from calibration.....each reading a leak diffierently....I would like to be able to simulate a leak at 121.25 mhz at a known Muv level so that I know which unit is accurate.......please, if anyone can help
