Its not difficult, but most of the time the local cable company will outbid you on them. Considering they can get cable cheaper than you. Make sure there is a contract with you and the owner stating how many outlets per apartment and how they are to be installed, for example: Wallfished, outside cable showing, conduit, wire molding. If its new construction you are better off. If you are upgrading you need to show how the upgrade will increase revenue cause most of those guys are running on a shoestring budget.
Another idea for you and this is what I do alot of, is contracting with the residentual electrions and do residentual prewires. Depending on what part of the country you live in, you can charge 25 to 75 an outlet with phone and cable. Electricians hate doing it and are more than willing to pay you. The better you get in with them the more per outlet you can get out of them.
