In areas where they are up against a deadline to get off telco switches and on to their own they'll give a contract to almost any body.
Case in point...... Neville in Carmel NY. I worked for 2 different companies where he and his mickey deez rejects had to be thrown out by the prime. And it takes alot to get tossed by these guys.
