I've built hundreds of mile of ADSS, certification depends on State and Power Company, as with where on the pole you are placing the fiber, Above Netrl or below. Some require just a safety certification, if above your'll need an electrical lineman certified (Class A or some only B). If working bucket trucks, that man only needs certified, not your ground crew. So you only have to hire 1 journeyman per crew. If you go calling around looking for a journeyman-next thing you know: Your whole job will be UNION Labor. What's the going rate now: I use to get $1.60 - $1.40 -and last job $.98 Good Luck---Keep safety as your primary goal-not production.
