In my case I take it by location, if I lost the old drop due to lightening I'll ground block it just for the extra measure but after thinking about it its bonded at the tap anyway so does that really help me? I'm not sure it would be hard to prove, it does cost me about $1 extra in materials plus sooner or later water will get in those ground blocks if someone leaves them loose so I guess its a catch 22 type deal. I see that what I do is not the norm it probably comes from my days of long trunk cascades and using them for test leads during outages which probably lead to them being left loose in the first place. After thinking about it I'd suggest a straight shot to the tap after all it is just another point for problems and we all have enough of those without creating them.
