they aren't illegal as they come. FTA is for "free to Air". Their purpose is to receive programming that is broadcast in the clear. They have a programmable chip. There are bin files that unlock the encryption keys in Dishnet programming. There is also a court order that requires Pansat/Panarex, and Coolsat, also know in some circles as FreeTech to turn over or diagnose (I'm not clear on which) chip sets from receivers that are sent in for warranty work looking for modified code. I'm sure that prosecution would not be far behind. Having said that, I HEAR they're pretty cool and work well.
