Your are correct about why the twists are applied, but look where it says "during certain wind loading and icing situations". It doesn't state that at all times this should be the norm.
Bell practices as well as GTEBP were that it was a engineers determination to require when it would be applied, usually on long rural spans in open fields. In the later part of the 80's specs were changed once again to place dampers instead of twist.
Danimal is right that urban placing did not require twists, but that is not to say that it wasn't done as well as some crews didn't care to use an e -leader when pulling in easements.
