What happened to the audit prices

I worked in the Chicago,IL audit 5 years ago and they were paying $1.75 per home passing . I've just talked to a friend of mine who is there now and they are paying $1.25 .In everything else prices went up , but telecommunications prices and popularity are always going down.What is happening to our industry?
