I looked into it after Katrina and bailed on the idea. They wanted you to go up and down streets and look for down drops. You call it in, and its yours. Problem was, people could be crawling over each other in the same areas and you might be running streets looking for drops and all you find are streets someone else hit. No way was I going to work in that situation.

I think a better way would have been to give guys routes based on cable plant maps and you get everything on that trunk, etc. Give them a list of active addresses and pay for audits as well. You check a string of sticks and tie off any lines that are inactive and tag them and then rehand any that are active and down.
