I know it sucks, but you are right about one thing. Your responsibility should be to get dial tone to the d mark, and their phone person should take care of the rest.
Embarq more than likely didn't loop it through your closet. They got their service to the d mark, and somebody else (vendor) did the rest. That is why I said, be careful in buildings. Every bucktoothed, knuckle dragging troglodyte has messed with the IW. From the electrician, to the "computer guy", to the phone vendors, and probably even Fred the plummer. (Not to mention phone and cable guys)
What kind of meters and tools do you have? There are a three, whether used alone or all together that will keep you from making the same mistake twice. It is surprising your company doesn't teach this.
