I would only cut what makes it safe for myself to get to the tap. Involves 1.5hr and limb removal forget it.
Contract supervisor is good person to do that, he doesn't get piece rate.
Cable co should have it done, their getting the revenues from customer, plus they need a safe pole for when their man goes back to upgrade and or disconnect.
