Whoever owns the lines or poles is responsible for the make ready, of course it is not done for free either. Whoever needs the room, has to pay for the work.
Now to get off subject about so called "linemen". The company a friend works for needed some wreck out done. His boss found a company to do it cheap. It was 200/24 aircore lashed over 100/26 lead. The very first run they did, they must have chopped the dead end and that in turn snapped about every pole down this alley.
Well, two damaged cars, one a/c unit, and the cost of replacing five poles since power had service drops on them, they got their monies worth. My friend said it ended up that company didn't even have insurance, and their truck wasn't even registered.
