Because Fairpoint is a ILEC, it does not mean it was part of the Bell System. Even if they did purchase the Verizon landlines they are not subject to a lot of the regulation that the regional bell operating companies are. They have only existed since 91, seven years after the breakup of Ma Bell.

There are perhaps thousands of traditional phone companies in existance today, but they are not part of any Bell System.They are refered to as Independents. Many of these have bought the smaller exchanges that some BOC's no longer wanted, but that does not make them Bell Companies.

After the Ma Bell breakup, they created seven baby bells, NYNEX, Bell Atlantic, Ameritech, Bellsouth, Southwestern Bell, Pacific Telesis, and US West. NYNEX merged with Bell Atlantic creating Verizon which then merged with GTE. Southwestern Bell merged with Ameritech, and then acquired Pacific Telesis, AT&T and finally Bell South. US West was purchased by Qwest.
